Это при условии полного господства в воздухе. Даже во время WWII такое было на грани возможного. Роммель свои войска в Африке по ночам снабжал, поскольку авииация англичан не позволяла делать этого днем. Сейчас авиация может и по ночам воевать, и в то же время:
Iraqi reinforcements - believed to be a mix of regular troops from the 51st Division of the Iraqi army and irregular troops - have been sent into Basra from the Iraqi side from the north.

A UK naval ship loaded up in Kuwait with stocks of food, water and other supplies is still waiting to dock in the nearby Iraqi port of Umm Qasr as work continues to clear mines from the sea there.
То есть снабжать военную группировку через Кувейт можно, но напряжно - нет свободного транспорта. И еще интересно, они что, всерьез собираются везти именно воду, а не системы или химикаты для водоочистки?

KUWAIT CITY -- U.S. planners expected that the military and political structure of southern Iraq would implode in the early days of the war. But on Saturday at the crossroads of the highways linking Baghdad, Basra, Umm Qasr and Kuwait, it was obvious that this strategy wasn't working out as planned.
Iraqi fighters were still operating in every direction: The road south to Umm Qasr was unsafe; the road east to Basra was unsafe; the road north to Nasiriyah and Baghdad was unsafe. Even the road back into Kuwait was uncertain.
